PRE-REQUISITES IN PERMANENT VISA APPLICATION
The following are the pre-requisites that an immigration personnel review or evaluate when you applied for PERMANENT VISA here in Japan. Try to review it first before submitting your application. For those who are married to Japanese, a wife/husband of PERMANENT VISA holder, or a child/wife/husband of SPECIAL PERMANENT VISA holder, item (1) & (2) will not be strictly evaluated, thus they have a little advantage.
(1) MANNER & BEHAVIOUR
In this pre-requisite, applicants character, manner and behaviour will be the factors to be question and evaluated. Applicants should not have any bad records, or police record here in Japan. And as a citizen here, pay all taxes laid by the Japanese government.
(2) PROPERTIES & PERSONAL SKILLS
Properties of the applicant at the time he/she applied will be the factor to be question here. Applicant must prove that daily living here in Japan will not be a problem and that the applicant should prove that he/she not will seek any help from Japanese government to support his/her neccesities. Not only properties or financial status of the applicant, skills are also evaluated here. This is important to make sure that applicant has another option to make money to support his/her daily living.
(3) MERITS OR DEMERITS
The immigration personnel will review here if the approval of your application for PERMANENT VISA is a merit or in the best interest of Japanese nation.
NEEDED YEARS OF STAY BEFORE APPLYING FOR PERMANENT VISA
In general, 10 years is the needed length of stay here in Japan before you can apply for PERMANENT VISA. For those who are student here in Japan before, 5 or more years of stay here in Japan is required after graduating to their respective field and changed their VISA status from STUDENT VISA to WORKING VISA.
For those who are married to Japanese, a wife/husband of PERMANENT VISA holder, or a child/wife/husband of SPECIAL PERMANENT VISA holder, 3 or more years are required.
For those who are married in their country, 3 or more years after their married and 1 or more years of stay here in Japan is required. For LONG TERM VISA holder, 5 or more years is required to them.
For those who are OVERSTAYER before and get a SPECIAL PERMIT OF STAY then get a JAPANESE SPOUSE VISA, 5 years or more is required of stay here in Japan.
Please be inform that your stay here in Japan must be continuous, meaning you are not leaving Japan to go back to your country to live there for 1 or more years then go back here again. Even if you already stayed here in Japan for 10 years but it is not continuous, chances are you will not get approval on your application.

REMINDERS TO FOLLOW DURING APPLICATION
---Bring your ALIEN REGISTRATION CARD and PASSPORT. As possible make a copy of it also.
---KOSEKI TOUHON(Family Registration), JUUMINHYOU(Resident Certificate) or other certificate to be submitted must be within 3 months upon the application of it to the respective agency or office.
---If you have a documents to be submitted that are written in English, there is a need to translate it in Japanese language.
---Applicants(more than 16 years old) must be the one who will submit the documents to the immigration.
---There is a cases that you must need to submit an additional document other than the one listed above as requested by the immigration.
---Result in the evaluation of your PERMANENT VISA application will be given to you in form of letter(post card).
---Japanese citizen or PERMANENT VISA holder are the only one valid to stand as your guarantor for your PERMANENT VISA application.
WHERE TO APPLY?
You can go to the nearest REGIONAL IMMIGRATION OFFICE of your place or to the MAIN IMMGRATION OFFICE for PERMANENT VISA APPLICATION. At the time that the approval of your application was released, buy a REVENUE STAMP(¥8,000) which will serve as your payment for your application. Bring it to the window where you will claim your PERMANENT VISA together with the post card sent to you by the immigration.
WHAT TO DO NEXT?
After you successfully get a PERMANENT VISA, the next thing you must do is go to the municipal office or city hall for change application of your ALIEN REGISTRATION CARD(ARC). Please note that you must apply for it 14 days upon the released of your PERMANENT VISA.
CHANGE OF VISA STATUS OF YOUR WIFE & KIDS
Once you already get your PERMANENT VISA and you are the main provider of your family, you can change the VISA STATUS of your wife and children to PERMANENT VISA. Your wife visa can be change to WIFE OF PERMENT VISA holder, and once you successfully changed it, it will be easy for your wife to do any activity she wanted to do here like making a business or changing a job for example.
For your kids, if they were born here in Japan, you can also easily change their VISA STATUS to PERMANENT VISA. If it was born on your mother country, you can get them a LONG TERM RESIDENCE VISA which also entitled them to work if they want to and you dont need to apply for permit to work here anymore.
MERITS IN HAVING A PERMANENT VISA
***You can live here in Japan for unlimited time provided that you will abide their law without changing your nationality.
***There is no need to change or apply for extension of stay of your VISA from time to time.
***You can work without any limitation like Japanese workers.
***You can easily create a company by your own without applying for BUSINESS MANAGER VISA.
***Your VISA STATUS will not be affected even if you will get divorce to your Japanese wife/husband.
***Have advantage to make a housing loan in the bank.
***Have the right to participate or vote in local government election in the future.
POINTS TO REMEMBER IN APPLYING FOR PERMANENT VISA
****As of now, type of visa hold by a foreigner when they arrived here in Japan is mostly TOURIST VISA, WORKING VISA & SPOUSE OF JAPANESE VISA. There is no foreigner holding a PERMANENT VISA that will enter Japan. So, meaning PERMANENT VISA is only given to those applicant who are first do activities here in Japan for a certain period of time. It is also mean that Japan dont accept immigrants as of this time.
****Evaluation of your PERMANENT VISA application will takes time compare to other documents you applied in the immigration office. Recently, it takes about 8 to 10 months. So, be aware about this matter.
****At the time you apply for PERMANENT VISA, your present VISA STATUS validity period must be longer than one year. Otherwise you cannot apply for it. Even if your present VISA STATUS is SPOUSE OF JAPANESE VISA but the validity period is only 1 year, you are not allowed to apply for PERMANENT VISA. The length of your stay here in Japan is also important to check first. If your period of stay here is not within the required period of stay, the possibility that your application will not approve is very high.
****Before applying for PERMANENT VISA, check first if the validity of your present VISA STATUS is getting near. If that is the case, apply first for the extention of it which is more than one year before applying for PERMANENT VISA. As what written in (2), evaluation of your PERMANENT VISA application takes time. And if you dont apply first on the extension of your present visa, chances are you will be an overstayer here and your PERMANENT VISA application is not a considerable excuse.
****Make sure that you have paid your income and witholding tax, and resident tax for at least 3 years and have a copy of certificate of it. This is a very important documents to be submitted when you apply for PERMANENT VISA.
****With regards to the evaluation of your MANNER & BEHAVIOUR, make sure that you dont have any records or police records. Violation of Traffic Rules is the most easy rule to be broke here in Japan. Also parking rules is one to be considered. Make sure that you follow these simple rules at the time you arrived here in Japan. Payment of your taxes is one factor also in evaluating your MANNER & BEHAVIOUR.
****Be aware that even you successfully get a PERMANENT VISA, you are still a foreigner in the eye of Japanese. So you are needed to apply for your ALIEN REGISTRATION CARD. Moreover, being a PERMANENT VISA holder is not an excuse that you cannot be deported once you have done something wrong or against their law. Also, there is a necessary to apply for RE-ENTRY PERMIT once you will get out here in Japan. Not doing this will turn your PERMANENT VISA void.
